Seeds need a period of stratification, or cold chilling, prior to planting.  2-4 weeks in a refrigerator or cold (40-50 F) basement in moist soil or a moist paper towel should do it.  

Direct sow around last frost date, covering lightly. Or, start indoors 6 weeks before the average last frost date. Transplant after all danger of hard frost has passed with 24" between plants.
